Why does my radiator fan for my 1994 toyota corolla seem to be locked in place?

The other day when I was in heavy traffic, my radiator fan did not come on and cool my engine. My temperature gauge went up to the red line and stayed there. When it became convenient, I stopped and let the car cool off. Afterwards, I drove on the side streets and my gauge went back to halfway, but the fan remained off.What could possibly be the problem?
